As it became known to the human rights center "Viasna", on November 16, the five-day term of imprisonment in the ShIZO of the political prisoner Mikhail Zhamchuzhny expired. This is the 11th penalty, which the convict received from the beginning of August this year from the administration of the colony number 9 (Horki). Probably, now the next one will be delivered.
The problems of Mikhail Zhamchuzhny began after the transfer to the Horki colony, where, with the order of the administration, conditions for serving his sentence unbearable due to his cruelty and insulting nature were created for him, a campaign of his harassment was organized for him, connected with the establishment of informal relations among prisoners.
The administration of the colony in Horki began to take the punishment to Mikhail Zhamchuzhny for refusals to transfer to Detachment 13, formed from prisoners with "low status". The official wording of the grounds for imposing penalties: "Failure to comply with the lawful requirement of the representative of the administration to follow in the detachment."
Last months the life of a political prisoner looks like this: he is required to go to a detachment determined by the administration – he refuses – he gets another punishment, and he goes to the SHIZO or PKT, after the release from there the situation repeats. In his explanatory notes, which the political prisoner represents during the collection of the penalties, he points out the true reasons for refusals to move into Detachment 13 or other detachments of the Horki colony and require the transfer of him to a safe place. It is known that the administration of Mikhail Zhamchuzhny does not react to placing in a safe place. It is also known that in a similar situation in the colony in Horki there are about 50 people who are imposed "low status" and who, refusing to recognize him, receive regular penalties.
The grounds for the withdrawal of the administration of the colony about the transfer of Mikhail Zhamchuzhny to the prison prison regime remain unknown until now, the prisoner himself was not informed about them either.
The Department of Corrections Department in Mogilev region complained about the imposition of the very first penalty, that it was rendered lawfully, and there are no grounds for its repeal. The Department also claims that the audit showed that "there are no threats to the life and health of the convict Zhamchuzhny M., as there are no grounds that would prevent him from serving his sentence in colony #9."
Mikhail Zhamchuzhnyi will continue to appeal this and subsequent penalties in court.
The political prisoner notes that due to his constant stay in the SHIZO he can not answer the received letters from his will. Only registered letters are read to him, ordinary letters are not read and not transmitted. He asks his addressees to write to him registered letters and, he says, hopes that if he is placed in a PCT or a safe place, he can answer everything.
