Department of Corrections (DC) of the Ministry of Internal Affairs refused to Viciebsk pro-Russian politician Sergey Ryzhov translated it from the penal colony #15 (Mahiloŭ) to the colony #3 (village Vićba, Viciebsk district), as well as in a meeting with members of the public initiative of Viciebsk "For honest government".
In November this year the Viciebsk civic activist, narcologist Igor Postnov appealed to DC proposal to transfer the prisoner Ryzhov closer to his place of residence. This is - fair and humane proposal as living in Viciebsk elderly mother Ryzhov, which is physically difficult and expensive to get to Mahiloŭ colony to meet with his son, as well as to deliver food and clothing parcels.

He referred to the provision of Article 72 of the Criminal Executive Code of the Republic of Belarus (hereinafter - CEC), under which persons sentenced to imprisonment should serve his entire sentence, usually in a penal colony. Translation of the convicted person from one colony to another is allowed only in case of illness of the convicted person, during the reorganization or liquidation of the correctional institution, and in exceptional circumstances preventing the further stay of the convicted person in the correctional facility in which it is located.
DC Colonel Shakolo said that the conditions of serving the sentence convicted Ryzhov penal colony number 15 meet the requirements of the penitentiary legislation. Threats to life and health of the convicted person does not exist. The facts of bias against him on the part of the penal colony number 15, as well as the circumstances preventing his finding in that institution, is not established. These formal reason formed the basis for the refusal to transfer to another colony Ryzhov.
Also, Mr. Postnov asked to provide guidance to DIN opportunity to meet with the prisoner penal colony #15 members of the civil initiative " For honest government", which include myself lean. Police Chief to substantiate the reason why the request cannot be satisfied as follows:
"In accordance with Article 83 of the CEC sentenced to imprisonment are entitled to short visits from relatives and other persons. Persons who are not relatives of the convicted person, short visits are available only at the discretion of the correctional institution. Recall, a resident of Viciebsk Sergey Ryzhov is the founder of the unregistered Belarusian Conservative Party "Belaya Rus" and failed presidential candidate in the 2010 elections. He was sentenced in April 2014 to six and a half years of imprisonment in a penal colony for hooliganism and sexual assault.
