He chaired the event leader Irina Yaskevich local entrepreneurs, managers of the trade union of entrepreneurs "Together". The conference was attended by deputy chairman of the UCP, economist of the analytical UCP center "Strategy" Lev Margolin and expert "Liberal Club" Anton Boltochko.
Making the economic outlook for the second half, Anton Boltochko said that the situation will be determined by the system stagnation. Income of the population will gradually decline, the company will gradually lay off workers, some private traders will be closed, but at the same time some part of the business will be, on the contrary, open, business income will fall. The biggest problem is the lack of significant investment. Nevertheless, a significant decline and fall should not expect the economy.
The stagnation of state-owned enterprises will be accompanied by quantitative reduction, the reduction of orders, reduced revenue. The result will be to go the gradual withering away of this sector of the economy, even though state support. Better will feel private companies working for export. In crisis conditions, they will even have a number of advantages in the form of a fall in the labor market costs. Summing up his arguments, Anton Boltochko said: "The worst thing is that Central European countries such stagnation could last ten years."
I do not fail to recall the expert denomination, noting that the denomination allows the state greater control over monetary policy. The presence of metallic money in circulation will help to ensure that inflation will be felt much more strongly. Under these conditions the National Bank will have to pursue a policy of containment of inflation.
Lev Margolin picked up the word and said that the suppression of inflation in itself is not conducive to economic growth, and is one of the factors to encourage investment. He also remembered about the successful steps of the Belarusian economy in the past. Once the Belarusian state-owned enterprises, such as "Atlas", "Horizon", "Brestgazoapparat" able to quickly adjust production and excellent use of the large Russian market. But in the future they do not take care of the creation of new development and attract foreign investment. As a result, the Russian market took the company "Samsung" level, which is quite difficult to compete, as if on the "Horizons" in better times worked 7-8 thousand, then to "Samsung" is a number of professionals engaged only in the invention and development of new products. And now we do not deliver to Russia their TVs and refrigerators, while they themselves buy the products made at the Russian factories.
Lev Margolin noted that the local authorities are not capable of learning, "the Belarusian authorities, there is a misconception that if the situation in the Russian economy will improve if oil prices return to the old, and the sanctions will be removed, and then our economy will come relief. Do not come! Do not come due to the fact that our economy for the first time faced with competition in the Russian market. And with the improvement of the situation on the market of the neighboring country will invest where now a lot more economic freedom than we do."
In developing his idea, Lev Margolin said that by limiting economic freedom, the state holds a very short-sighted policy. And then one more reason: the head of state for a long time realized that entrepreneurs - people that are difficult to control, as they have their own interests and will not sacrifice them. But the tractor factory controlled easily: call the director - and the plant goes to the polls, it is necessary on Saturday - is on Saturday.
Irina Yaskevich in his speech suggested to address the infamous decree №222 two ways. First - businesses close and organized to defend their rights, and the second - is the way of compromise and agreements, when bargain something useful instead of another. In particular, it has proposed that private traders agree to take on the implementation of the Belarusian goods as they offer the government, but in the volumes that they define themselves. She believes that in the first place it should be related product. For example, if you trade dresses, it is possible to sell to take Belarusian tights, which will be sold with no extra charge. Thus entrepreneurs will demonstrate their understanding of the state of the current state of the Belarusian economy. But instead the government should allow entrepreneurs to earn something.
Although the proposal provides some opportunity for compromise present did not agree with the proposal of the leader. As they explained, the State will not be interested in providing quality products businesses. They say that a good product for the implementation of the state never will.
Continuing his speech, Irina Yaskevich noted that private entrepreneurs now find themselves in a situation that resembles the position of cattle in a slaughterhouse: cows, which are being driven to the slaughter, to understand how it would end, but do nothing. They cry but go. Every entrepreneur knows that any check on the new requirements will result in penalties, but they go and sell. They trade in despair.
Analyzing the situation, Irina Yaskevich focused attention on another important aspect: "At the moment the entrepreneur is in a state between normal jobs and labor exchange. In exchange we do not register, we have to survive in existing shopping centers, because the state did not create the necessary number of jobs that we could take. We're not saying that at our expense formed a kind of fateful part of the budget. We say that the welfare state should take care of its citizens, so we expect that it will build a plant and invite us to work, as all its previous measures the state has done for us so that the entrepreneur is unable to accumulate capital to build the plant".
Another proposal was the leader of Viciebsk entrepreneurs, a proposal to abandon the term "small business" and, based on the realities of the market traders call "self-employed". Private traders need to ensure their transfer to this plane, then they will not touch any of the documents adopted by the Government. This may be the only life-saving straw in the conditions when the state is doing everything to ensure that private traders to close and quietly left. "Until we have the possibility of a job, it remains only to require either leave us alone or give us jobs," - said Irina Yaskevich.
