But rather than make repairs, Vorša city executive committee took responsibility for a monument of architecture of the 18th century. In 2006 the building was given to the Vitebsk Orthodox Eparchy. And only a few days ago there were signs of at least some concern: on the building began to build the roof.
It is difficult to list all the actions Vorša local historians and members of the public for the past 10 years to induce Vitebsk diocese to observe the legislation on the protection of historical heritage. We used all the possibilities – from applications to the prosecutor's office, district and regional executive committees and the Ministry of Culture to the letter to the Archbishop of Vitebsk and Vorša Demetrius and Patriarchal Exarch of All Belarus, Metropolitan of Minsk and Paul Zaslavsky. It turned out that government agencies are not allowed to contribute to the rescue of the monument of architecture, as it has an owner. Vorša historians and just indifferent people tried to get in touch with the owners – to offer them assistance in cleaning, donated money to a special account, which was allegedly notorious for accumulating funds for restoration. The artist Mikola Kupava, born in Vorša, announced the sale of its charitable works – to a large part of the money is also transferred to this account.
Contributors were many, but no one knows where to send them money. But instead of the simple roof in the courtyard of the monastery buildings appeared Solid wooden house, built masters for obscure purposes.
Then perturbed Vorša public did not believe in the promise of the next owners to raise money to order the restoration project and make it a reality, we decided to create their own, the public fund for the restoration of heritage. As well as continued write-treatment in all kinds of court and demanded the implementation of legislation. For, without waiting for the restoration, which requires significant financial investments, the owners have made at least a roof over the building, which is being destroyed from year to year.
The final step was the initiation of the Vorša public "round table" with participation of representatives of the Orthodox Church and secular authorities. On July 28, the meeting of the public committee under the Ministry of Culture.
There historians have shown the whole volume of correspondence with various authorities. A supervisor of the restoration project of the historic building Lukyanchikov Nicholas explained that all work is now suspended. Since the contract for the restoration of the building with the Vitebsk Orthodox diocese was signed in 2011, in July 2012, the preliminary design approved by the Ministry of Culture and local executive committees. However, the customer has not paid for it.
Public Commission under the Ministry of Culture decided to check the documents on the basis of which it was transferred to the church, and to instruct the supervisor of the project to develop a plan for the initial measures to save the monument. And a month later to hold another meeting with representatives of local authorities and owners.
It seems that there is nothing to talk about, the hosts finally started to make a temporary roof. The builders of private enterprise "GradProm-Master" said that is planned to cover the roof of metal sheets up to 23 August.
