Dmitry Yakovlev, a member of the UCP from Navapołacak, intended to be a candidate for parliament for Navapołacak constituency №24. However, the secretary of the commission refused to accept his documents, citing the lack of help from the registrar.
According to Yakovlev, the documents had not adopted the secretary of the election commission Galina Ambrasyonok after consulting by phone with the chairman of the committee Valentina Martynenko:
"I brought the documents to give them for registration as a candidate as a nominee of the United Civil Party, however, the Secretary said that they will not take reason -.. The absence of the certificate of change of name, as my diploma of education issued to the other, which I then changed me. recommended to address to the registrar, but it turned out that on Monday the institution does not work. All this took place on August 1st, the last day, when potential candidates were eligible to apply for registration. Without help from the registrar Election commission refused to take my papers."
According to Oleg Pashkevich, an observer from the NGO "Belarusian Helsinki Committee" at the district election commission, there has been a violation of the electoral legislation:
"A partial list of required documents may be grounds for non-registration of a candidate, but the fact of non-registration has the right to appeal in this case, a person of such a right deprived:.. Documents simply did not accept that it should have been to do this in accordance with the law now and appeal nothing, and.. Dmitry Yakovlev was denied the right to participate in elections as a candidate."
By the way, Mr. Yakovlev did not participate in the elections for the first time: in 2012, it has been successfully registered as a candidate, and it is from the same list of documents. Then I do not even saw the Commission of the problem is that the certificate from the registrar about the change had no names.
