Viciebsk city department of the Investigative Committee of the Republic of Belarus refused student Paul Roslyakov to initiate criminal proceedings against members of the Police Administration of the Oktyabrsky district on beating.
Statement in which the victim is asked to involve law enforcement officers to liability established by the law, was submitted to them in September last year. All this time, the case was a test.
The young man learns from the second year of the Viciebsk State Academy of Veterinary Medicine, she lives in a dormitory on the street Bauman. According to him, the situation was as follows:
September 1 last year, he called the man who introduced himself as a police officer, and asked to come to the Police Administration of the Oktyabrsky district of the city to conduct a survey on the issue of theft of property (system unit with monitor) D. Migunov citizen living in the same dorm as Roslyakov. During the conversation in the police department one of the police officers said that the guy has only two options: "good" and "bad". The first suggested by Paul recognition of guilt that he committed theft of property, for which he promised to apply the punishment not connected with deprivation of liberty. Second, i.e. the "bad" option is that if Roslyakov not confess, it would give him a prison sentence. Talk time from the words of Paul, three police officers were present in the office. After he said that he did not steal anything, one of the officers hit him first in the region of the left ear, and then repeat the same answer blows struck in the chest, on the cheeks and ears in an attempt to beat a confession.
After the incident, on the same day in the evening, at the insistence of parents, Paul appealed to the fracture clinic, where injuries were reported.
Last policeman, who was involved in the case on the fact of theft, – Grigoriev, it is a security officer of the criminal investigation department of administration of the Oktyabrsky district of Viciebsk. As a result, the audit found that the system unit is in a room in a hostel Roslyakov. But as Paul said, this is a system block his brother, went to another city. Migunov told that this is not the case and that it was his property that someone unknown had stolen from the storage chamber, which is located on watch at the hostel.
As law enforcement agencies said Roslyakov’s father, his son was not involved in theft and is socially useful life.
The decision not to institute criminal proceedings said that Roslyakov interviewed in the same office with the applicant Migunov that after oral conversation he once allowed to go home, that none of the police officers did not beat, and nothing degrading the honor and dignity in his address said there was .

However, a forensic medical examination, which is held on 2 September showed that Paul really has bruises on his left ear, on the chest, which appeared in the period up to the day before it was examining expert.
In accordance with the decree, the review indicated no data indicating that a security officer S. Grigoriev illegal actions against Roslyakov. Accordingly, a criminal case is denied.
