A resident of Viciebsk, Oksana Isakova, says her son Viktor Seleznev and his cousin Alexander Kudryavtsev, who are serving their sentence in Škłoŭ colony No. 17, are in danger. The woman worries that their life is under threat. According to her, convicts demand a meeting with the prosecutor, but they are not given such a possibility.
By 10 days of the punishment cell, another 10 were added after contacting the Škłoŭ Prosecutor's Office
From an anonymous source, the woman learned that the convicted son and husband were in the punishment cell. After she tried to find out the legality of the imposed penalty in the Škłoŭ Prosecutor's Office, they were added to ten days' detention for another ten days for allegedly violating the conditions of serving punishment in SHIZO.
Isakova said that meetings with the prosecutor are sought by other convicts who believe that their rights in the colony are violated by the administration.
The whole day on June 26, the woman spent under the walls of the colony, seeking explanations from the administration. In protest, she went on a hunger strike. According to her, the colony employees demanded that she leave the site in front of the prison. In the evening, she said, policemen came and warned that staying in front of the colony was illegal, and for that they could detain her.
From Škłoŭ, the woman arrived in Mahiloŭ and left there an appeal to the regional prosecutor's office. In it, I wrote that the supervisory authority should check the legality of the sanctions imposed on the son and husband. The statement noted that the convicts are not allowed to address the prosecutor's office with their problems.
"An anonymous source told me that prisoners ask for help and demand that the prosecutor meet with them, but they are not given such a possibility," Isakova said in a conversation with the reporter.
What forced convicts to ask for support from the will, Isakov does not know. With the head of the colony and his deputies, the woman met when the son and the civil husband were given the first 10 days:
"Employees of the colony insist that the first penalty was imposed legally – for violation of the order of serving punishment. The second time they were punished for the fact that I decided to complain to the prosecutor's office. In this I am convinced. About the second 10 days of arrest, I also learned from an anonymous call. The woman who called me said that my family is in danger, and only the prosecutor can help them, "Oksana Isakova said.
"Suicide, shoots, fires in the colony – how can you not worry about the lives of your loved ones?"
Oksana Isakova substantiates her fears for the life and health of her son and her husband, with whom she intends to marry, with reports of death in the colonies, including Škłoŭskaya.
"On January 15, in the Škłoŭ colony in SHIZO, the condemned man hanged himself. And I was very worried when I found out about what had happened. And then my relatives are asking for help, "the interlocutor says.
"Another case is the unsuccessful escape of the convicts from the Škłoŭ colony. I cannot say specifically that now because of this incident there is pressure on other convicts, but nobody will tell us the truth, "Oksana Isakova continues. – My opinion is that the convicts fled in protest against violation of their rights in the colony. So attracted attention and sought verification of the law in the colony. In the colony there have been two recent fires. It is not excluded that in this way convicts also attracted attention to their problems. "
The Mahiloŭ regional prosecutor's office confirmed that the son of Isakova and her husband are actually held for violating the order of serving punishment in the punishment cell. They asked the woman to stop the hunger strike and assured that they would sort out the situation.
Human rights activist Volodar Tsurpanov, who helped Oksana Isakova to seek justice in the regional prosecutor's office, looks at the matter with cautious optimism.
"We managed to meet at the prosecutor's office with employees who did not lose the ability to listen to a person," he said. – According to their reaction, it was clear that the employees reacted seriously to the signal of the citizen who came with her cry for help. We now have only to hope that the prosecutor's office will take the case to himself, and not send it to the Department of Execution of Punishment, in order to only monitor how the situation will be resolved. "
Viktor Seleznev was sentenced to 16 years in prison, he was imprisoned two years ago. He was found guilty for the second part of Article 139 of the Criminal Code (murder). Alexander Kudryavtsev will be released in a year. Behind the bars, he spent 19 years out of 20 awarded.
