The author of the application filed in the administration of the Railway District of Viciebsk is Leonid Svetik. The purpose of the action, to be held August 4 – familiarize residents with the fact that there are political prisoners in Belarus, established the Belarusian public, international and Belarusian human rights organizations.

In a statement, the district administration Leonid Svetik stressed that the picket will be held at a place determined by the decision of the executive committee, so please assume that the event will be held with the participation of the state.

"On this basis, I consider it necessary to notify the Administration of the obligation to provide for the above statement the event of public order, health and public services at the expense of the state. So please give an indication of the relevant services for the conclusion of contracts with the organizer of the picket."

Leonid Svetik no accident emphasized the conclusion of contracts. It is the absence of such contracts from the organizers of mass events is the main formal reason, on the basis of which the local authorities of Viciebsk prohibit such activities. Voluntarily, without proper guidance authorities to conclude the necessary contracts recently agreed only to the utility, the police and the doctors always find some reason to avoid it.
