The city committee of the Viciebsk organization of the Belarusian party of the Left "Fair World" appealed to the administration of the Oktyabrsky district of the city of Viciebsk for permission to a rally in honor of the centennial anniversary of the revolution.
The event was supposed to be held on Lenin Square on November 7. At the same time, the organizers promised to ensure public order and security, and were also ready to take responsibility for all stages of the mass event.
They even invited the city's leadership to participate in the celebration, but it did not help either – the rally was not allowed.
The answer from the administration of the Oktyabrsky district, signed by the deputy head of the administration, Anatoly Kondratovich, was categorical. The rally was banned on the grounds that the application does not fully comply with Article 5 of the law "On Mass Events ...", as well as the requirements of paragraphs 1 and 3 of the decision of the city executive committee No. 881. Like, there are no three agreements with the relevant departments (law enforcers, doctors and public utilities) – there is no permission for the rally.
True, they allowed the flowers to be laid, which was noted in the answer: "Within the celebration of the century of the October Revolution, you can lay flowers at the monument to V. Lenin at the time indicated in the application."
According to human rights experts, this decision of the Viciebsk City Executive Committee No. 881 contradicts the Constitution; nevertheless, it determines the procedure for holding mass events in the capital of the Pridviny region.
In other areas of the country the situation is different. So, the Homiel City Executive Committee, unlike the local authorities of Viciebsk, gave permission to the regional organization of the Left Party "Fair World" to organize and hold a rally in connection with the centennial of the October Revolution.
