Residents of houses No. 7, Building 1 and Building 2, along Chkalov Street, met with officials in the Viciebsk Oblast Executive Committee to once again voice their claims to them and to learn how the authorities are going to solve the problem of the dog-walking area. The meeting was held on September 20.
In early June, the site "Viciebsk Spring" told the story of how for two years citizens have been trying to force the city authorities to move to another place a platform for walking dogs. The site was built in violation of sanitary and epidemiological norms and even, as the activists learned, not be on the balance sheet of the ZHRET in Pervomaisky district.
On the part of the authorities, several officials attended the meeting, but most of them to public activists did not introduce themselves. The meeting was headed by Deputy Chairman of the Regional Executive Committee Vladimir Belous. The chief sanitary doctor of the Viciebsk region Vladimir Sinkevich was also present.
Public activists were surprised by the fact: when the deputy chairman of the regional executive committee asked officials about the sanitary norms of organizing and maintaining grounds for walking dogs, no one could voice them. When activist Irina Zakharova tried to do this instead of the authorities, Vladimir Belous interrupted her and said that he would like to hear about the norms from the lips of officials.
At the meeting, the activists once again expressed their categorical demand to the authorities to close the site, not agreeing to Mr. Belous's proposal to leave everything as it is, but to put in order at the place of walking and constantly support it. After the closure of the dog platform, the citizens offered to equip a full-fledged children's playground here.
Says Irina Zakharova:
– At today's reception, we voiced our complaints about finding a citywide site for walking dogs in our yard. We expressed our complaints about the near location of this site to the school and a residential high-rise building. We do not know exactly what decision the authorities will take, but we expect some progress in our favor.
We have not been specifically promised anything, they said that they will decide after a thorough study of the problem. Nobody could refute our claims, as we relied on the existing legislative base. And according to the legislation, opening and functioning of the site in our yard is completely illegal. It opened without any coordination with the inhabitants of the adjacent houses, and most importantly, the distance from the house to the site is less than forty meters, as required by law.
Will there be some result from the meeting, time will tell. But the resonance raised the problem was wide. The other day, even the official television shot a small story about this for the transfer of "Vremechko".
