In Hłybokaje on September 8, in the center of the city, a rehearsal took place for the taking of oath by reserve servicemen called up for training camps of territorial troops of the district. The official and the military tried to forbid the shooting of this event.
The freelance journalist Dmitry Lupach witnessed the rehearsal of the oath and began to photograph. First, Lyudmila Karnilovich, acting head of the ideology department of Hłybokaje district executive committee approached him, and said that he should not take photos, since he does not have accreditation.
Dmitry Lupach explained to the official that he has the right to shoot without accreditation, because everything happens on the street in a public place, not in an enclosed space. Then Karnilovich began to threaten that if the journalist did not obey, then he might have problems with the military enlistment office.
Then the military approached and, without introducing himself, also began to argue that it is impossible to remove rehearsals without permission.
"Tomorrow they will begin to ask for accreditation for shooting, for example, a matinee in a kindergarten!" But seriously, for shooting in a public place no one should ask for permission. "Parades in Minsk do not prohibit photographing either military equipment or commander-in-chief!" - says human rights activist Pavel Levinov.
