On the eve of the next meeting of citizens opposed to the decree number 3, Viciebsk coalition of Belarusian National Congress has extended the appeal to the people of the city, which supported the protest. It is assumed that the meeting will take place in Victory Square on 26 February. In the first such meeting a week earlier, none of the local leaders of opposition parties and movements did not participate.

The appeal says: "Many of the residents of our city have expressed their desire to go to share and to participate directly. Viciebsk coalition of Belarusian National Congress expresses its support to this event and calls on all citizens who disagree with the policies adopted by decree and the current president, come to the square and express their attitude to the situation in the country. Together – we are force!"

Chairman of the coalition Vladimir Kiyko outraged that in the same place and at the same time, where the planned action, authorities suddenly decided to hold the celebration of Carnival. According to him, until recently no Shrovetide in Victory Square give no one was going. According to him, this indicates that the local vertical of power frightened civilians protests and trying in this way to disrupt the rally.

"Despite this, we think that will come out a lot of the townspeople, as the discontent of people actions of the authorities there is no limit, and many understand that it is impossible to remain silent, – said Vladimir Kiyko. – Belarusian National Congress fully shares and supports the aspiration of the people to fight for their rights, coming with peaceful protests. It is their constitutional right and most effective way to fight in our country."
