In Viciebsk, as well as in other major cities of the country on 19 February there was a spontaneous meeting of citizens who do not agree with the requirements of the so-called "Decree on the parasites." In the city on the Dvina there were thousands of participants, such as on this day in Gomel, or earlier in the capital. But more than 200 people, is not satisfied with the situation in the country, gathered together at the Victory Square – this is not the case since the days of "silent protests" 2011.
In the current event (not) parasites more reminiscent of the actions of 2011, during which for a few months, people gathered every Wednesday in the same area (as some claim, the largest city square in Europe), in order to express their protest.
Both then and now the area came mainly ordinary residents of the city, not biased in politics. And then, and now I could not see any of the organizers. And then, and now no one is not specifically collected, and people learned about the place of collection through websites and social networks or from their friends who used this information to see themselves on the Internet.
And when the members of this assembly all together began to clap their hands – and this was repeated several times – it was impossible to escape the feeling like you're suddenly transported into the past, when it was cheering in the streets and squares of the city were the main feature of the protest.
But the similarities between the shares of 2011 and the current "Marsh netuneyadtsev" probably ends. If the five and a half years ago, people came to the square without any precise demands to the authorities, but simply feeling that "something is wrong" in the country, now the demands have become quite specific. If then everything was silent, and only the clapping, but now no longer afraid to speak out about his attitude to the law, according to which every tenth citizen of working age has become something extra "should" state.
However, resented not only by decree of the "parasites", but in general policy of the state regarding the social and economic sphere. There were, albeit timidly, and political demands: the resignation of the government and President.
At 12 o'clock in the afternoon – the time in which a network called on people to come to "the main squares of their cities" – on Victory Square in Viciebsk was maybe a dozen people. But soon people began to approach, and in half an hour there were about two hundred people. All who stayed alone, who is the individual small groups, talking to each other – as if waiting for something, some kind of "visual signal". This "go-ahead" was the moment, as a kind of retired in one of these piles is something emotionally and start talking loudly. People began to catch up closer, and soon a handful of individual citizens become a unified human sea.
Despite the spontaneous nature of the action, no organizers, no plan of action, everything was done "decently and in order" – in fact gathered supporters. Each speaker spoke in turn about their everyday concerns. And his saying, do not interrupt and listen to others.
Police also was there, though, and tried not denote their presence. All law enforcement officials, among whom were high-ranking figures, dressed in civilian, kept some distance and did not interfere with protesters.
And what about the opposition, which is now actively discussing the issue in their community, how to respond to people's dissatisfaction with the decree of the "parasites" and even collected signatures against this decree? Another difference from the "silent protests" in 2011, which joined the opposition at least as ordinary members: now none of the leaders of political parties in the area has not been noticed. The same applies to the independent trade union activists. So if they want to have a future in their work, maybe they should be closer to the people?
