On the 32th session of the Viciebsk district council of deputies of 27 convocation as the main agenda item considered the issue "On the socio-economic development of the Viciebsk district in January-September and expected results of the year 2016".
According to reports of the responsible persons, as a result of work performed in the reporting period, only 5 of the district council of deputies brought 13 indicators. Among those that are not fulfilled, – indicators on agricultural production, the production of industrial goods on the index of physical volume of stocks at warehouses, turnover of public catering, exports of goods and services, foreign direct investment, wages.
Net income district on the results of the first 9 months of the year amounted to 1.143 million rubles. However, industries such as agriculture, construction, retail trade, worked at a loss.
Head of the district department of the Social Security Fund Svetlana Ponomareva drew attention to the fact that not all taxpayers pay compulsory insurance contributions within the prescribed period. 13 enterprises and organizations of the district (excluding liquidation) as were in arrears in the amount of 47 800 rubles as of October 1.
Vasily Stankevich, chairman of the District Council of Deputies, focused on the need to eliminate the admitted backlog on key indicators, noted the need to ensure profitable operation of all organizations and to attract additional revenues to local budgets of all levels.
However, the speakers noted the positive dynamics of indicators of socio-economic development in the reporting period. According to Natalia Katser, head of the executive committee of the economy, industrial production for this period amounts to 120.2% of the corresponding level of last year, retail turnover – 103.3%, revenues from the sale of district organizations, products, works and services is 103.8%.
By the end of the year it is expected to provide 100 per cent implementation adjusted targets for housing construction. During the first 9 months of 2016 put into operation 11 518 square meters of total area of housing, which is 64 percent of the planned regulations. In the coming months it is planned to put into operation a 12-apartment house in the village Kuryna, 40-apartment – in the village Łužasna, as well as individual buildings with a total area of about 1,200 square meters.
Chairman of the district council Vasily Stankevich said that already received proposals for the formation of the budget for 2017. He emphasized the social orientation of the budget and noted that nearly 70% of it is used for the development of education, culture, social services.
