Organization of the boards of public points of law enforcement with persons returning from prison, medical-labor dispensaries and leading an antisocial way of life, especially the employment of this category of citizens were discussed at the seminar-meeting with the chairman of OPOP district and the commanders of the voluntary teams on the basis of Noŭka rural executive committee.
Deputy Chairman of the district executive committee Ksenia Korobach opening seminar meeting, outlined the relevance of activities, focusing on the labor market, where there is currently demand exceeds supply. To help find their place in society categorized citizens to lend a hand to those who need it, in fact, this is the main purpose of such meetings.
"To develop a common approach to the employment of persons returning from prison, medical-labor dispensaries and leading an antisocial way of life" – aimed the relevant Xenia Korobach, stressing that it is important to convey to the citizens of not only their rights but also duties.
On peculiarities of employment aforecited categories of citizens said Deputy Head of Department of Labor, Employment and Social Protection of the District Executive Committee – Head of Employment Alex Maslowski:
"Within the framework of the Regulations on the organization and financing of measures for the employment of citizens released from correctional institutions, including the partial compensation of expenses on payment of such persons, the Office of Labor, Employment and Social Protection of the District Executive Committee is working on the following areas: the establishment of armor employers for the employment of citizens who require social protection and are unable to compete on equal terms in the labor market, including the release from prison (in 2014 in the amount of 64 seats, in the 2015th – 61); assistance in finding suitable employment; the direction of training, retraining and advanced training; assistance in organizing business, activities in the field of rural tourism, craft activities. "
In January-November 2015 applied for assistance in finding employment 9 citizens returning from LTP, and 14 sentenced to restraint of liberty without sending them to penitentiary institutions. Work got 1 and 6, respectively. Registered as unemployed 28 people released from prison. Assistance was provided to 12 persons in employment, including in respect of armor – 7. During the 11 months of last year, the citizens of this category in the training did not go. Assistance to open a business in the village in the form of grants has not.
Alex Maslowski focused on the fact that in order to assist citizens released from the penal system of the Ministry of Internal Affairs of the Republic of Belarus, at the executive committee established Monitoring Commission, which acts as the organizer and coordinator of the activities of employment services, social services, police and employers on employment of citizens in need of social protection and unable to compete equally in the labor market, including those returning from the regime institutions of the Ministry of Interior, the persons who have completed treatment in the LTP, citizens sentenced to corrective labor and restriction of liberty without sending in an open prison. During 11 months of 2015 the Commission examined 85 people, 50 of whom are employed on a permanent job.
Workplace got 25 persons obliged to reimburse the costs incurred by the State for the maintenance of children in state support, including the expense of armor – 24. In the area of employment achieved wholly obligated persons.
After hearing the report of Alexei Maslowski, district prosecutor Vyacheslav Skritsky noted that, of course, a lot of work on the socialization of citizens, however, there are still a number of issues to be tackled subjects of prevention.
Xenia Korobach connects the situation on the labor market with the territorial location of the area. Working hands "leaked" to the city. This, according to Deputy Chairman, there is nothing wrong, as long as people did not break the law, did not enter the same river twice. Many, as it turned out, jumped at the chance for a normal life, not ignored the recommendations, which they were given services and departments, participated in the seminar-meeting. Deputy Head of the Viciebsk police department – the chief of public security police Andrei Abushkevich familiar with the contingent, because most of them are characterized as people who do not want to change their lives, they are much more convenient to live dependent on their relatives more often – elderly parents, spouses. Excessive alcohol consumption have much to say on health. But this is not a contraindication to labor, although these citizens do not think so.

Summing up the seminar-meeting, Deputy Chairman of the District Executive Committee concluded that the need to work with an individual address each of those returning from prison, medical-labor dispensaries and leading an antisocial way of life. And here on the sidelines should not remain the subjects of prevention: a helping hand, if necessary, to give legal advice, to be in close contact with the relatives and neighbors of this category of citizens.
