However, the Provincial Department of Ministry of Internal Affairs and the doctors sent us again waivers. From the clinic wrote that until March 15, still plenty of time, and they cannot promise us that on that day there for ambulance duty. A police sent a standard "runaround" that will consider our proposal only after the authorities allowed to share. Basically, they operate within the law on the organization of mass actions and right. But to us, the applicants need to implement decision number 881 of Vitebsk city council."

City Council Decision number 881 explicitly states that applicants must submit a contract with the regional Department of the Interior, Housing and the city's clinic. And do it not later than 15 days before the planned action. However, doctors say that such times they do not like, and what their plans may be adjusted except for the 5 days before a certain date.

This position makes it impossible to use the legislation to implement the rights of citizens, the coordinator of the movement "For Freedom" in the Vitebsk region Christopher Zhelyapau: "We must go to the authorities within 15 days, and doctors, see, want within 5. It turns out, and the law on mass events for them does not work, and the decision of the executive committee as well, although there is prescribed that the action required to maintain the representatives of this particular clinic. On the regional administration of Ministry of Internal Affairs - all turned out surprisingly: according to City Council decision number 881, we must apply it there, but guide us to a police insists that it is - the regional structure, the executive committee and the decision they are not obliged to obey!"
