UN Human Rights Committee took up the next treatment of Vitebsk human rights activist

Committee on the Human Rights Council for the number 2235/2013 and number 2236/2013 registered two new treatment defender Paul Lyavinau. In these appeals, Paul Levinov asks committee to recognize the Republic of Belarus violator of several articles of the International Covenant on Civil and Political Rights.

The events that led to the filing another complaint to the HRC, occurred in the summer of 2012. June 3, Paul Levinov statement sent to the heads of administrations Pervomaysky, October and Railway areas of Vitebsk on 26 June in each of the districts of pickets to mark the International Day in Support of Victims of Torture. Despite the fact that the picketing was to take part in only one person, the authorities banned the pickets.

August 1 defender made another attempt to exercise their right, guaranteed by the Constitution, freedom of assembly, meetings, street processions, demonstrations and picketing. Application has been made to the administration of Pervomaisky district on the picket on August 20 to inform voters about the formation of the PEC. This rally was also banned.

According to Paul Levinov, government, depriving it of the possibility to carry out these actions violated not only the Constitution, but the rules laid down in the International Covenant on Civil and Political Rights, in particular, Part 2 of Article 19 and Article 21 - These articles guarantee the right to express their opinion and dissemination of information and the right to peaceful assembly.

Human rights activist trying to appeal ban on pickets in the courts, but to no avail. Thus, according to Paul Levinov was violated as article 14, which states that "everyone has the right to a fair and public hearing by a competent, independent and impartial tribunal established by law." "In this case, the courts were not competent, independent and impartial, as they obviously make decisions contrary to the international obligations of the Republic of Belarus, as well as under the influence of the executive branch", - believes Vitebsk human rights activist.

Earlier, Paul Levinov has repeatedly appealed to the Human Rights Committee in similar cases. Thus, the Committee at the 105th session in July 2012, it was decided at once on nine human rights reports. According to this decision, Belarus, banning advocate freely impart information and ideas through picketing violated Paragraph 2 of Article 19 of the International Covenant on Civil and Political Rights.

"The State party should also ensure that such violations do not occur in the future" - insists the UN Human Rights Committee in its decision. However, it seems the international order of the competent authority of the Belarusian authorities decree they continue to bend the line and continue to prevent citizens realize their rights under the International Covenant on Civil and Political Rights.
